World Health Organization Fluoridation Data
WATER FLUORIDATION INEFFECTIVE
The Clallam County Health Department in cooperation with the State Department of Health and the Washington Dental Service Foundation conducted Smile Surveys in Clallam County in both 2005 and 2015. They counted numbers of 3rd graders having treated and those having untreated cavities. We focus on the remaining children who are cavity-free.
Only six schools that could be characterized as either fluoridated or unfluoridated were included in both the 2005 and 2015 Surveys. In those schools, 402 third graders were surveyed in 2005 and 332 were surveyed in 2015. The data on percent of 3rd graders with no cavities is presented above for both 2005 and 2015 for those schools in fluoridated and unfluoridated areas.
In both Surveys, there was a higher percent of 3rd graders with cavity-free teeth in the unfluoridated areas. The percent of cavity-free 3rd graders in those schools is increasing over time independent of fluoridation, consistent with world-wide trends.

When will water be free of artificial fluoride?
It is going to be an unknown and probably very lengthy time before the clean water we knew ten years ago is fully restored. Unfortunately the city engineer stopped monitoring fluoride in water when the fluoride taps were turned off but issued assurances that water would be free of fluoride in a few days.
This is careless of the health of consumers, some of whom are hypersensitive to this substance. It ignored the residual fluoride of approximately 0.8 parts per million trapped in the delivery system which includes several reservoirs. Unpolluted incoming water free of fluoride more or less mixes with and gradually displaces this water. It is not a clean rinse situation. Promising citizens clean water in a few days is a mini- example of the careless statements we associate with fluoridation advocates.
How did we get fluoridation turned off?
We got the city's attention by petitioning to change its form of government. When and if adopted it will limit city's administrative powers, giving citizens more powers. Citizen anger when an advisory vote on fluoridation was ignored and a conscientious Mayor putting his city's best interests above his preference favoring fluoridation did the rest. The turn off is temporary.
An educational program on fluoridation conducted in 2015 was followed by an advisory ballot which was distributed to 9,762 water rate payors, one per residence.. 4,204 ballots were returned of which 2,381 voted NO to continue fluoridation and only 1,735 voted in favor. City Council none-the-less voted 4 to 3 to continue fluoridation. Citizens are outraged. A change of Government was a right citizens could exercise by petition and would cause election of an all new city council.
We petitioned for return to the same form of government that Port Angeles enjoyed for about a quarter of a century prior to 1972. Over 1,000 signatures of registered voters in Port Angeles were readily obtained, only 467 required. The County Auditor declared the petition valid and sufficient on June first, 2016.
Unrest of citizens continued; tempers flared and ethics complaints were filed aimed principally at a pro fluoride deputy mayor who gaveled down anti fluoride spokespersons. The pro fluoride Mayor determined that city business was hindered and proposed a compromise: he would change his vote, stop fluoridation now until another more conventional advisory public vote could be taken; the council would agree however to follow its results. His compromise passed 4 to 3 and fluoridation was shut off pending a further election.
As of now (September 25), we expect that with the general elections held November of 2017 there will be an election on fluoridation, an election on Change of Government and an election on four City Council persons.
